Each year, the U.S. Department of Housing and Urban Development (HUD) requires Continuums of Care (CoCs) to conduct a count of people experiencing homelessness who are unsheltered, sheltered in emergency shelter, transitional houses, and hotels (paid for by orgs/churches), on one single night.
